Gary Stein discusses The Era of Short URLs, not only as a practical way to send links through short messaging services, such as Twitter, but also as a marketing tool in and of itself, to track and test which media channels are providing the most exposure.  “That is, since you can create two unique short URLs to the same page, put one on Twitter and embed the other in an e-mail. You can then analyze the clicks you get in standard A/B testing.”
